I ran a large gaming guild many years ago and we were an online forum democracy that used Robert's Rules of Order
We maintained a quoracy by having a pinned thread on first of each month that required a here, present or some other post. Then when the time would come and a motion would be seconded and then voted on, we used the most recent number in that thread to determine that months active voting base.

That is a good idea. I think I'll enact that - we still need to decide on a percentage of the total to quorate, however; unless we just say that if we don't get more than 50% of everyone who posts there, the motion doesn't pass.

Going by the way my college's Students' Union works, a very low quoracy level is often a good idea if people don't show much interest in voting. If the whole of the SSCSU Council showed up, they quorated, as far as I recall - still, usually they got about 30-40 of 200 undergrads.

If you believe the forum would sooner be without someone, you are required to demonstrate that your beliefs are correct. That is, start a petition here in The Fray: "All those in favour of banning x, please say aye." Since there is no agreed rule about quoracy, I would have to judge based on the number of active posters whether or not there was a sufficient consensus to act. If I could more easily collect statistics about the forum, I would decide on a quoracy level, say, every six months, based on average forum activity; but at the moment the only way to do that is by noting who posts or who comes online all day every day. If we want to start thinking about rules, etc., a quoracy level is very important - without it, we have no way of determining the will of the forum. If anyone has any suggestions about how to approach the problem of quoracy, it would be much appreciated - I could draw up a constitution on voting practices and we could add rules to it as they were voted on.

Right, before we can decide on a quoracy level we really need to work out how many people there actually are around here, anyway, so I'm gonna open that thread. Among my superpowers is the ability to view all posts in a thread made after a certain date, which makes counting the number of active members per month that bit much easier.

Okay, here's how I'm going to do things:
I don't think our membership changes frequently enough to justify a monthly count, so I'm going to do it on the 25th of every second month; that is, there will effectively be six yearly terms for registration:
November 25th - January 25th: Catherine Term
January 25th - March 25th: Paul Term
March 25th - May 25th: Mary Term
May 25th - July 25th: Bede Term
July 25th - September 25th: James Term
September 25th - November 25th: Finbarr Term
(Named after the Saints' days on the first day of each term, because it's fun.)

The year will be measured from November, since November 25th, 2010 was when the system was introduced. The date will be measured according to UTC, that is GMT+/-0:00.

Any amendments or objections?
